  • Introduction​

    The Punjab Saaf Pani Authority Act, 2024 has reconstituted the erstwhile Punjab Aab-e-Pak Authority to Punjab Saaf Pani Authority (PSPA) to provide safe drinking water to the people in Punjab at suitable dispensing points / water filtration plants. PSPA is operating with Centralized Wing of Procurement & Contracts. The wing is responsible for the accord of contracts of the projects approved by the Competent Forum, by following the due procedures & guidelineschalked by Punjab Procurement Regulatory Authority. Moreover, PSPA runs its day-to-day business through the same wing and the wing is also liable for the procurement and disbursement of requisite goods / services to all other wings of PSPA to cater their needs so to discharge dayto-day duties concerning the office Work

  • Objective / Mission Statement ​

    Directorate of Procurement & Contracts, while making any procurement, ensures that the procurement is made through use of information and communication technologies or digital or electronic means in a fair and transparent manner, the object of procurement brings value for money to the Punjab Saaf Pani Authority, and the procurement process is efficient and economical.

  • Functions​

    Inter-alia following are the functionalities of Directorate of Procurement & Contracts

    ➢ Advertisement of Tender Notices on E-PADS and PPRA’s website for wide circulation.
    ➢ Preparation and Provision of unambiguous Bidding / Tender Documents.
    ➢ Conducting Pre-Qualification.
    ➢ Engaging with Consultants related to the matters of Procurement.
    ➢ Arranging Pre-Bid Meetings to clarify any queries and to answer any questions of ➢ Bidders on matters related to the Bidding Documents.
    ➢ Submission & Opening of Tenders / Bids on E-PADS.
    ➢ Bid(s) Evaluation.
    ➢ Announcing of Tender Evaluation Reports.
    ➢ Regularly upload documents related to matters of Procurement, on E-PADS, website of PPRA as well as of Authority.
    ➢ Accord of Contract Agreement.
    ➢ Contract Management.
    ➢ Procurement & Disbursements of requisite items / products to all other wings of PSPA to cater their needs so to discharge day-to-day duties concerning the office Work.
    ➢ Devising annual planning for all proposed procurements with the object of realistically determining the requirements of the PSPA, within its available resources, delivery time or completion date and benefits that are likely to accrue to PSPA in future.
    ➢Maintenance of Record & Provision of Information for Public.
    ➢Redressal of Grievances & Settlement of Disputes on matters rd to Procurement through proper official channel.

  • Procedures Being Followed ​

    The Directorate of Procurement & Contracts uses open competitive bidding or publication of request for tender(s) as the principal method of procurement for the procurement of goods, services and works. Furthermore, depending upon the magnitude & complexity of the project(s) one of the following methods is adopted for the Bidding Procedures:

    ➢ Single Stage – One Envelope
    ➢ Single Stage – Two Envelope
    ➢ Two Stage
    ➢ Two Stage – Two Envelope
