Principal Method of Procurement
PSPA opts Open Competitive Bidding procedure through Publication of Tender as the principal method of Procurement for the Procurement of Goods, Services and Works.

Advertisement
PSPA advertises procurement related notices on E-PADS, website of PPRA & the website of the PSPA, in the manner and format specified by regulations. PSPA ensures that the advertised information is complete for purposes for which it has been posted and accordingly allows the required response time for the receipt of bids or proposals on E-PADS, and such information shall remain available until the closing date for the submission of bids.

Provision of Bidding Documents
PSPA formulates precise and unambiguous bidding documents which are made available free of cost on E PADS to the interested Bidders with the publication of the Invitation to Bid.

Bid Submission
PSPA specifies the manner and method of submission and receipt of bids on E-PADS in an unambiguous and clear manner in the bidding documents. Bidders are required to submit e-bids on E-PADS as per the rulesand e-procurement regulations notified by PPRA.

Bid Opening
All bids are opened publicly on E-PADS in the presence of the bidders or their representatives who may choose to be present, at the time and place announced prior to the bidding. All bidders in attendance at the time ofopening of the bids are required to sign an attendance sheet that is uploaded on E-PADS at the time of Bid Opening.

Recording of Bid Submission and Opening
The whole process of Bid Submission and Bid Opening is electronically stored on E-PADS and also recorded on a video Camera to ensure transparency and to remove any chance of malfeasance during the proceedings.

Bid Evaluation
PSPA formulates an appropriate evaluation criterion listing all the relevant information against which a bid is to be evaluated and this evaluation criteria forms an integral part of the bidding documents. All the bids are evaluated in accordance with the enlisted criteria and other terms and conditions set forth in the bidding documents.

Announcement of Evaluation Report
PSPA announces the results of bid evaluation in the form of a report giving justification for acceptance or rejection of bids and give the required time for receipt of grievances (if any) as specified in rules and regulations, prior to procurement contract. The same is uploaded on EPADS, the website of PPRA as well as of PSPA .

Acceptance of Bids
Subject to PP Rules, the bidder with the lowest evaluated bid, if not in conflict with any other law, is awarded the procurement Contract. The same is also uploaded on E-PADS.

Award of Contract
PSPA requires signing of a written contract from the successful bidder. The same is also uploaded on E-PADS. A ProcurementContract come into force from the date on which the signatures of both the procuring agency and the successful bidder are affixed to the written contract and such affixing of signatures takes place within a reasonable time after the submission and verification of required documents.

Public Access and Transparency
Transparency has always been the major benchmark for PSPA. As soon as a Contract has been awarded, PSPA makes all documents related to the evaluation of the bid and award of contract public. PSPA has been awarded with the appreciation Letter on the transparency of doing work through an Order Sheet issued by Chief Punjab Information Commission. Further, PSPA has been the pioneer department in Punjab to adopt e-procurement.
