The decision was taken during a meeting chaired by the CEO PSPA, Capt. (R) S. Ali Asghar, who directed the concerned officers to set up state-of-the-art offices at both divisional and district levels. These Complaint and Monitoring Centers will help ensure efficient public service delivery and promote transparency within the organization, ultimately benefiting the citizens of Punjab. During the meeting, CEO Capt. (R) S. Ali Asghar also received feedback from Deputy Directors posted across various divisions of the province. A delegation from the Asian Development Bank (ADB), comprising local and international representatives including Mr. Xueliang Cai, Senior Water Resources Specialist, and Mr. Hiz Jamali, Senior Climate Change Officer, visited the Punjab Saaf Pani Authority (PSPA) Head Office. During the visit, areas of cooperation and potential interventions through mutual collaboration were discussed. New Coding System Introduced for Filtration Plants in Punjab
Decision to Allocate Identification Numbers for Monitoring of Filtration Plants Across Punjab Lahore, March 04: On the directives of Chief Minister Punjab Maryam Nawaz Sharif, a meeting was held at the Punjab Saaf Pani Authority (PSPA) under the chairmanship of Provincial Minister for Housing and Urban Development, Mr. Bilal Yasin, to review measures aimed at ensuring the provision of safe drinking water across the province. During the meeting, held in the presence of Chairman PSPA Ch. Zahid Akram, CEO Captain (R) S. Ali Asghar provided a detailed briefing on the authority’s departmental affairs and ongoing initiatives. It was decided that specific identification numbers will be allocated to all filtration plants across Punjab to ensure effective monitoring, supervision, and management. Furthermore, the geo-tagging of all filtration plants in the province will be completed within the next 10 days to improve transparency and facilitate better tracking of operational status. The Provincial Minister directed that each filtration plant must prominently display the official helpline number, plant identification number, operator’s name, and mobile number outside the facility. This step will enable citizens to easily lodge complaints in case of malfunction or closure of any filtration plant. Bilal Yasin also instructed that public awareness flex banners be installed at all filtration plants across the province during the current month to guide citizens regarding the use of the facilities and complaint mechanisms. Emphasizing the importance of uninterrupted access to clean drinking water, the Provincial Minister stated that ensuring the 100 percent restoration of filtration plants and maintaining a continuous supply of safe drinking water during the upcoming summer season is the government’s top priority. The Minister housing also directed that a third-party evaluation of the filtration plants restored since last year be conducted to ensure quality, transparency, and accountability in the restoration process.

Punjab Saaf Pani Authority Initiates GPS-Based Coding of Water Filtration Plants Across Punjab. On the express directions of the Honorable Chief Minister Punjab and under the guidance of the Minister for Housing, the Punjab Saaf Pani Authority (PSPA) has initiated the process of implementing GPS-based coding for all Water Filtration Plants (WFPs) across the province. Under this initiative, a unique identification number will be allocated to each Water Filtration Plant. This distinct number will be linked with GPS coordinates, enabling accurate location identification and improved monitoring of all plants throughout Punjab. In this regard, the Chief Executive Officer (CEO) of PSPA chaired a meeting and issued necessary instructions to the GIS Wing and IT Wing to ensure prompt implementation of the GPS-based coding system. To further enhance service delivery and ensure transparency, it has been decided that each Water Filtration Plant will display an information plate prominently on-site. The plate will include: • Unique Plant Identification Number • Name of the Plant Operator • Operator’s Mobile Number • Province-wide Helpline Number (1336) This measure aims to facilitate public access to information, strengthen accountability, and improve complaint redressal mechanisms. Moreover, the CEO directed the establishment of an effective monitoring mechanism at the tehsil level. A supervisory model was proposed to ensure the sustainability of the system, including the engagement of dedicated Sub-Engineers and supporting staff for supervisory roles. During the meeting, the expediting of funding for ongoing bottling plant projects across Punjab was also discussed to ensure timely completion and operationalization.

Special Instructions for Ramadan The Housing Minister directed that: • Water filtration plants must remain fully operational during the holy month of Ramadan. • Uninterrupted supply of clean drinking water during the Ramadan must be ensured. • Any negligence in this regard will not be tolerated. In Rawalpindi Division, spread across six districts and 22 tehsils, the contractor (FWO) has been physically mobilized at more than 270 sites out of a total of 1,180 water projects. Rescue 1122 First Aid & Emergency Response Training at PSPA Head Office
Rescue 1122 First Aid training was conducted at the Head Office of the Punjab Saaf Pani Authority (PSPA). Specialist paramedic staff from Rescue 1122 demonstrated live first aid procedures for the entire staff. In addition, the rescue specialists provided practical guidance on the correct use of fire extinguishers during emergencies and explained the designated emergency exit routes. All staff members of the PSPA Head Office marked their attendance and actively participated in the mandatory training program, aimed at enhancing emergency preparedness and workplace safety.

PSPA Governing Body Holds Fifth Meeting, Approves New CEO and Organizational Reforms
The fifth meeting of the Governing Body of the Punjab Saaf Pani Authority (PSPA) was held at its head office in Lahore. The meeting was chaired by the Chairman of the Authority, Chaudhry Zahid Akram. A number of important agenda items were presented before the Governing Body in the presence of the newly posted Chief Executive Officer, Capt. (R) Syed Ali Asghar (PAS). The Governing Body formally endorsed the appointment of the new CEO and also approved the revised organizational structure of the Authority. In line with the policy of the Government of Punjab, the Governing Body approved changes in the categories of employees working under the BPS scale. All members of the Governing Body attended the meeting and shared their valuable inputs, including MPA Malik Khalid Mahmood Warren, MPA Hamida Mian, Mr. Imran Dultana, and representatives from the Housing and Urban Development Department, Planning and Development Board, Local Government Department, and Finance Department.

A progress review meeting regarding the status of existing Water Filtration Plants was held with the Deputy Commissioner at the District Complex, Mianwali. PSPA team had a privilege to be invited to Beaconhouse National University (BNU)to participate in ECOFEST 2026 , regarding climate change campaigns and sustainability initiatives showcasing student-led projects. PSPA Revamped Water Filtration Plant in Nankana
In District Nankana (Youngsanabad), the Punjab Saaf Pani Authority (PSPA) successfully revamped a previously non-functional water filtration plant, restoring access to safe drinking water including the local Christian community ahead of the festive season of Christmas. Earlier, the absence of a functional water filtration facility compelled residents to travel long distances to fetch clean drinking water. With the restoration of the plant, the community now has convenient access to safe and clean water. Saaf Pani Program Kick-Off Meeting Held in Bahawalpur
The Project Kick off Meeting for the CM Initiative – Saaf Pani Program across Punjab was held at Bahawalpur under the chairmanship of DG Projects, PSPA, Mr. Aamir Khaleeq. PSPA Hosts Quaid Day, Christmas Ceremony
Punjab Saaf Pani Authority (PSPA) organized a festive ceremony at its Head Office to commemorate Quaid-e-Azam Day and to celebrate Christmas in recognition of the Christian community serving within the Authority. The Chief Executive Officer, Mr. Naveed Ahmed (PAS), participated in the event and delivered messages highlighting the vision and teachings of Quaid-e-Azam Muhammad Ali Jinnah, particularly his emphasis on unity, equality, and respect for all communities. Meeting Held on Rawalpindi Clean Water Projects
A meeting regarding the clearance of sites and issuance of certificates for the upcoming Phase-I clean drinking water projects in Rawalpindi Division was held under the chairmanship of the Commissioner Rawalpindi, Mr. Aamir Khattak. The meeting was attended by the Chief Executive Officer (PSPA), Mr. Naveed Ahmed (PAS), accompanying with Director General Projects Mr. Aamir Khaleeq and Director Projects North region Mr. Yasir Bashir. The Punjab Saaf Pani Authority has initiated work on the large scale program of provision of clean drinking water across Rawalpindi Division, covering six districts and 22 tehsils. The Phase-I projects aim to benefit approximately 6.4 million people in the region reflecting the vision of Government of Punjab under the dynamic leadership of Chief Minister of Punjab.

4th PSPA Governing Body Meeting Concludes
The fourth meeting of the Governing Body of the Punjab Saaf Pani Authority (PSPA) was held at the Authority’s head office under the chairmanship of Chaudhry Zahid Akram, Chairman, Governing Body, PSPA. During the meeting, several key decisions were taken to expedite the completion of the Chief Minister Punjab’s Saaf Pani Program (Phase I). The Governing Body decided that all water supply projects under the program will be executed through Government to Government (G2G) contractual arrangements in accordance with Punjab Procurement Regulatory Authority (PPRA) rules. This G2G procurement model is expected to ensure fast track implementation and efficient completion compared to traditional procurement mechanisms. Chief Executive Officer, Mr. Naveed Ahmed, briefed the members on the ongoing and upcoming water projects across Punjab and presented a comprehensive action plan for their implementation. The Governing Body also deliberated on a working paper proposing the transition of employees from the Basic Pay Scale (BPS) structure to market based salaries to enhance institutional efficiency and overall performance. It was briefed that following the recent approval of Rs. 46 billion by the Provincial Development Working Party (PDWP), PSPA will bring over 9,500 water filtration plants under its administration within one year, covering nine major water supply schemes. Upon completion of the Saaf Pani Program, more than 27 million residents of Punjab are expected to benefit from access to clean drinking water. The initiative is being implemented in alignment with the Green Punjab Initiative of the Chief Minister Punjab. The meeting was attended by all seven members of the Governing Body, including MPA Malik Khalid Mahmood Warran, MPA Hamida Mian, Mr. Irfan Dultana, and representatives from the Housing and Urban Development Department, Planning and Development Board, Local Government Department, and Finance Department.

SIFC Reviews PSPA Carbon Credit Program
A meeting chaired by Mr. Jamil Ahmed Qureshi, Secretary, Special Investment Facilitation Council (SIFC), Prime Minister’s Office, Islamabad, was convened today to discuss the implementation of the Punjab Saaf Pani Authority (PSPA) Carbon Credit Program. The meeting focused primarily on the issuance of a Letter of Authorisation (LoA) from the Federal Government, requested by UN Habitat backed firm ATR Korea. The session brought together all key stakeholders, including representatives from the Ministry of Climate Change and Environmental Coordination, Islamabad, the Environment Protection Department, Punjab, the Chief Executive Officer PSPA, Mr. Naveed Ahmed, and the Team Lead of the Chief Minister Punjab Green Credit Program Ms. Rizwana Anjum. Representatives from ATR Korea and UN Habitat Pakistan briefed the participants on the program’s overall progress and highlighted the challenges faced in obtaining the LoA necessary for the monetisation of carbon credits already registered internationally through VERRA. Mr. Naveed Ahmed, CEO PSPA, provided a detailed briefing on Punjab’s first carbon credit initiative, outlining its framework, achievements, and the procedural hurdles currently under consideration by the provincial cabinet. The meeting concluded on a positive note, with the Secretary SIFC directing that a follow up meeting be held fortnightly to review progress and ensure timely resolution of all identified challenges, paving the way for the effective execution of the PSPA Carbon Credit Program.

Punjab Saaf Pani Authority (PSPA) convened a meeting with the Chief Minister Punjab Green Credit Program team to discuss the monetisation and collaboration prospects of PSPA’s Carbon Credit initiative. During the meeting, details regarding PSPA’s registered carbon credits on VERRA, an international carbon registry, were discussed. Both parties agreed on a framework to ensure the smooth monetisation of PSPA’s carbon credits through the Green Credit Program. The CEO PSPA highlighted the significance of this collaboration, stating that engaging with the CM Punjab Green Credit Program would enhance the positive environmental and financial outcomes of PSPA’s initiatives. 3rd PSPA Governing Body Meeting Concludes
The Third Governing Body Meeting of the Punjab Saaf Pani Authority (PSPA) was held at its head office in Lahore. The Governing Body approved the Punjab Chief Minister’s Saaf Pani Program across Punjab, which includes nine clean water schemes worth Rs. 49 billion. Once completed, the program will provide safe drinking water to over 27 million people across Punjab. Under the program, 4,666 Marakaz-e-Aab (water centers), including filtration plants, will be established throughout the province. In addition, clean water bottling plants will be set up in Khushab, DG Khan, Bahawalpur, and Rahim Yar Khan to facilitate marginalized communities. The meeting was chaired by Chaudhry Zahid Akram, Chairman Governing Body PSPA, who termed the initiative a “historic project for the people of Punjab”. Chief Executive Officer Naveed Ahmed presented the future action plan, highlighting that the program has been designed in line with the Chief Minister’s Green Punjab Initiative. He added that solar credit mechanisms will be introduced through the CM’s Green Finance Team, while customized clean water projects are being planned for South Punjab and the Pothohar region. Water from small dams in Rawalpindi, Chakwal, and Attock divisions will also be made safe for drinking under the program. An important meeting was held at the headquarters of Punjab Saaf Pani authority under the chairmanship of Provincial Minister for Housing, Mr. Bilal Yasin, to review and finalize major upcoming initiatives in the water supply sector. Chief Executive Officer of Punjab Saaf Pani Authority, Mr. Naveed Ahmed briefed the Minister on a newly formulated program which includes the installation of 963 new water filtration plants across various districts of Punjab. The initiative aims to significantly improve access to clean drinking water for underserved populations. Mr. Bilal Yasin stated that foundational work will begin on multiple new water supply schemes, especially in the South Punjab and Pothohar regions in northern part of the province. The projects will also include two surface water treatment plants utilizing small dams. In addition, new clean water supply schemes are being planned for Bahawalpur, Rahim Yar Khan, Dera Ghazi Khan, Rajanpur, and other districts of southern part of the province. The Minister emphasized that these initiatives are part of the Punjab government’s vision for sustainable and equitable access to safe drinking water.
